UNE 58923 – Platform Lifts

The UNE 58923 Standard establishes the requirements and training procedure for operators of driving, use and safe handling of Mobile Elevating Work Platforms (MEWPs), belonging to different groups and types.

It is a standard that includes the minimum aspects necessary to provide the operator with the skills for the safe driving, use and handling of Mobile Elevating Work Platforms, corresponding to the types and groups defined in UNE-EN 280.

Goal of UNE 58923

To inform and raise awareness of the risks involved in the operation of elevating platforms, to promote a culture of safety and the safe behaviour of the machine in its movement, positioning and at height, to establish references in practical operation, and to adapt to the legal requirements of the Law on Occupational Risk Prevention.

The deregulation of training in the handling of machinery in Spain is something that, since 2012, the UNE 58923 and UNE 58451 standards have tried to solve for such dangerous machines as Mobile Elevating Work Platforms (MEWPs) and Forklift Trucks or Handling Trucks, with considerable success.

No UNE standard is mandatory as long as it is not recognised as mandatory by the Spanish legal system.

Accredited training bodies

The entities accredited for training must be companies whose main activity is training, or manufacturers and suppliers of and accrediting personnel and facilities to carry out such training.

Classification of MEWPs according to UNE-EN 280

According to their group:

  • Group A: MEWPs with the vertical projection of the centre of gravity of the load on the inside of the tipping lines.
  • Group B: MEWPs with the vertical projection of the centre of gravity of the load on the outside of the tipping lines.

Depending on their translation possibilities:

  • Type 1: Translation is only possible if the MEWP is in transport position.
  • Type 2: Travel with the working platform in the raised position is only controlled by a device on the chassis.
  • Type 3: Travel with the working platform in the raised position is controlled by an organ on the working platform.

The UNE 58923 Standard is related to other standards that should be consulted:

Royal Decree 1215/1997

The UNE 58923 standard refers to the specific training referred to in articles 3 and 5 of Royal Decree 1215/1997, establishing the Minimum Health and Safety Provisions for the Use of Work Equipment by Workers, and more specifically in point 2.1 of Annex II of this Royal Decree, which establishes that “The driving of self-propelled work equipment shall be reserved for workers who have received specific training for the safe driving of such work equipment”.

This training is not strictly preventive but is of a professional nature and must be regulated by the applicable industrial regulations and in accordance with the indications that the manufacturer may give.
