UNE 66102 

All Tachograph Technical Centres authorised for the installation, verification, control and inspection of Digital Tachographs must be certified to the UNE 66102 standard. The important role played by tachographs in the field of road safety has led the Administration to demand a series of specific requirements from Tachograph Technical Centres, as set out in Royal Decree 125/2017, including obtaining certification in the UNE 66102:2019 standard.

Reason for the latest revision of the standard UNE 66102:2019

From 15/06/2019 all new registered vehicles over 3.5 tonnes used for commercial purposes must be equipped with this new generation of intelligent tachographs. The aim of this new legislation EU 165/2014 is to improve road safety, ensure competitiveness in European markets and prevent manipulation of digital tachographs.

Adaptation to current regulations: European Regulation 2018/502 and 2016/799, the new LOPD, the EN 16882:2016 tachograph sealing standard.

UNE 66102 Certification with EQA

Certification must be carried out by an ENAC (National Accreditation Body) accredited body for this standard.

EQA is accredited by ENAC for the certification of Quality Management Systems of Tachograph Technical Centres according to the UNE 66102:2019 standard.

Tachograph regulations

The UNE 66102:2019 Standard and the RD 125/2017 set out the specific and legal requirements that tachograph technical centres must comply with in order to be able to carry out their activity.

Annex A of the UNE 66102:2019 Standard details the legislation applicable, at the time of drafting the standard, to technical centres for technical intervention on tachographs.

Annex B of Standard UNE 66102:2019 contains the Instructions for verifying compliance with Annex I of Royal Decree 125/2017.

Annex D of Standard UNE 66102:2019 incorporates the Procedures and/or equipment necessary in tachograph technical centres of types II, III or V and acceptance criteria for equipment subject to calibration.

Annex E of Standard UNE 66102:2019 covers the checks to be carried out on analogue tachographs.

Finally, Annex F of Standard UNE 66102:2019 reflects the minimum tyre inflation pressures for tachograph calibration.

Who must be certified in UNE 66102?

UNE 66102 certification, according to tachograph regulations, applies to:

  • Any workshop authorised by a tachograph brand that has the minimum equipment necessary to carry out technical interventions on tachographs.
  • Any workshop that is interested in carrying out work on tachographs and reaches agreements with manufacturers to obtain the relevant authorisations.

Organisations are certified because:

  1. It is a legal requirement imposed by R.D. 125/2017, so in order to be able to operate on tachographs it is mandatory to be certified in the UNE 66102:2019 standard.
  2. During the audit, compliance with all the legal requirements demanded of a Tachograph Technical Centre is reviewed, so we guarantee that we are within the law and avoid administrative sanctions.
  3. Tachograph Technical Centres must guarantee through UNE 66102 certification that their actions on tachographs are truthful, as the correct operation of the equipment depends on it.
  4. Maintaining a management system standardises the organisation’s operations and guarantees that we all act in the same way in the same situations.

Royal Decree 125/2017

On 24 February 2017, Royal Decree 25/2017 was approved establishing the technical requirements and performance standards to be met by tachograph technical centres.

The purpose of this Royal Decree is to establish the technical requirements and performance standards to be met by technical centres to carry out technical interventions on tachographs.

Royal Decree 125/2017 establishes that type III, IV and V technical centres must have their management systems certified in accordance with the UNE 66102:2019 standard. In the case of type II technical centres, the possibility is offered of being certified according to this UNE 66102 Standard or of including the procedures on tachographs in those foreseen to certify the conformity of their production to which they are obliged by the vehicle homologation regulations.
