By-products. End of Waste Status
By-products are objects or substances that will have a second life and fulfil four conditions:
- It is certain that they will have a new use.
- Their new use can be initiated without the need for transformation.
- Their origin is in a production process.
- They have all the health and environmental guarantees.
EQA is a certification body accredited by ENAC for quality management systems according to the UNE-EN ISO 9001:2015 standard and is competent to audit the production of recovered fuel oil and processed used oil for use as fuel.

Ministerial Orders on the end of waste status approved
- Order APM/205/2018, of 22 February, establishing the criteria for determining when processed waste oil from the treatment of waste oils for use as fuel ceases to be waste in accordance with Law 22/2011, of 28 July, on waste and contaminated soil.
- Order APM/206/2018, of 22 February, establishing the criteria for determining when recovered fuel oil from the treatment of MARPOL type c waste for use as fuel in ships ceases to be waste in accordance with Law 22/2011, of 28 July, on waste and contaminated soil.
Producer obligations
The producer shall implement an externally verified quality management system, such as the current ISO 9001 standard or similar, with additional requirements set out in the APM Order.
In order to certify that each critical step of production has been carried out in accordance with the relevant process or quality standards and that any sampling and analysis has been carried out to recognised standards, the quality assurance system shall be subject to a certification audit every three years through an external verification system and/or third party audit.

End of Waste Status: Background
According to UN projections, over the next decades, the global population will increase to 9.1 billion people by 2050.
With the estimated population figures for 2050, it would take almost 3 planet Earths to provide the natural resources needed to sustain current lifestyles.
The circular economy is a key element in the transformation towards a more innovative, competitive and sustainable development and growth model that maximises available resources so that they remain in the production cycle for as long as possible and reduces waste generation, making the most of waste that cannot be avoided.
The Spanish Circular Economy Strategy, ‘Spain Circular 2030’, represents the essential strategic and action framework to facilitate and promote the transition towards the circular economy.
One of the main lines of action on which the policies and instruments of the Spanish Circular Economy Strategy will focus is waste management.
Already in the State Framework Plan for Waste Management 2016-2022, the following principles are contemplated, in hierarchical order:
